Of the 347 votes, 71 per cent said they did not want to see it go ahead, and 29 per cent agreed it was a good idea.
Councillor Mark Way said he expected the results to be divided.
“I expected a knee-jerk reaction, because people haven't had an opportunity to see where it will be located,” he said.
“It’s going to be low profile and unobtrusive and they’re not taking into account the benefits it will provide as an access in any conditions, whether the lagoon is open or not.
