A development application has been submitted to Shellharbour City Council.
A council spokesperson said the matter would be determined by the Joint Regional Planning Panel.
If approved, UnitingCare proposes to build 66 new units across four buildings including a range of communal amenities.
These include a wellness centre, village green, community room and consulting areas for visiting medical practitioners.
The site of the proposed development neighbours UnitingCare Ageing’s Elanora residential aged care facility, which is home to 100 residents and the base for UnitingCare respite care service.
UnitingCare director Steve Teulan said they hoped to develop a hub for aged care in the region.
“Shellharbour is a beautiful, thriving community and we are excited at the prospect of providing new accommodation options that will support older people to remain healthy, happy and loving life in the Illawarra,” he said.
“The Wallaroo Drive site is close to a range of amenities including a large shopping centre, a range of medical services, transport options and UnitingCare own residential care and community care services.’’
Pending approval, work is expected to commence in early to mid-2015.
