The three-day round will get the two-event series under way when it hits the wave-rich region.
Round two will be held in Harrington, near Taree later in the year.
Total points from both rounds will be tallied and used to select the team to represent the state at the 2014 national titles, which will take place at the Australian Surf Festival in Coffs Harbour in August.
"Surfing NSW is proud to return to Kiama where the national titles were held in 2012," Surfing NSW event manager Luke Madden said.
"Aside from the surfing action in the water, the event will see activities like coaching and judging clinics and a free bodyboard movie night, which will take place in Hindmarsh Park on Friday, May 2."
Surfing NSW will run their free CPR and board rescue course, Surfers Rescue 24/7, during the course of the event and will also implement club challenges at both state title rounds.
Surf Beach will be the "home" base, with back-up locations at Jones, Bombo and Werri beaches.
Competition will commence each day at 7.30am, with the call for the day's schedule and location confirmed via the event hotline at 6.45am.
