Goce Prculovski, 53, and Michael Trajanovski, 46, were arrested on Tuesday morning after their homes were raided, with drugs and weapons allegedly seized from Prculovski's premises.
Both men did not apply for bail at Wollongong Local Court when their matters were briefly mentioned on Wednesday.
Strike force detectives received reports in October 2022 that a teenage girl had been sexually in the Illawarra in 2004.
Police will allege Prculovski raped the 15-year-old girl several times while she was under the influence of drugs.
Following an extensive investigation, police swooped on Prculovski's premises at the Surfrider Caravan Park in Barrack Point about 7am on Tuesday.
They allegedly seized methamphetamine, cannabis, and a swathe of weapons including a stun gun. Prculovski was handcuffed at the scene, with officers directing him into the back of a police vehicle.
Trajanovski was arrested soon after at a Barrack Heights home.
Prculovski was charged with nine counts of aggravated sexual intercourse of a person between 14 and 16, having sexual intercourse with a person between 14 and 16 years, four counts of sexual intercourse without consent, and assault occasioning actual bodily harm.
He has also been charged with two counts of supplying a prohibited drug on an ongoing basis, two counts of possessing a prohibited drug, and six counts of possessing or using a prohibited weapon without a permit.
Trajanovski was charged with taking or detaining a person with intent to obtain an advantage while occasioning actual bodily harm and three counts of aggravated sexual assault of a victim under 16 years.
Both men are yet to enter pleas. It is expected Trajanovski will make an application for release on Thursday, while Prculovski's matter will return to court on May 22.
