A council spokesperson said tests have confirmed the substance is not a hydrocarbon, or oil, and said the substance appeared to be drying in the sun.
"We are retesting for biological with fresh samples," the spokesperson said.
"Our staff have been monitoring the site daily, and we are still working to ascertain the cause and source."
The spill was first spotted by a resident walking their dog before noon on Thursday, June 13.
He said the spill appeared to be coming from the top of the cliff face.
"You can see it trickling down, like fingers, towards the water," he said.
"I dug in one spot, and it penetrates the sand quite deeply."
