A patron of the Red Hot Summer Festival at the nearby showgrounds had gotten herself into trouble after stripping down and jumping into the water around 5.30pm.
A NSW Police spokeswoman said a helicopter was called to help retrieve the woman from the ocean.
However, two volunteer life-savers came to the woman's aid first and helped her to shore.
NSW Ambulance Inspector Terry Morrow said the woman was not hurt but was quite intoxicated and embarrassed.
She did not want medical treatment.
Due to her state she was refused entry back into the festival and had to wait with paramedics in a blue sheet before someone fetched her clothing.
