Kiama Council will restore the green space around the lighthouse and blowhole by moving the existing car parking further away.
The plan would see the car parking at the foot of the lighthouse moved to the northern side of Blowhole Point Road.
This will see a significant increase in the small grassed area at the base of the lighthouse.
The plan is intended to also address safety concerns regarding the current parking layout, which sees a high volume of pedestrians and cars using the area immediately below the lighthouse and next to the blowhole.
The plan also allows for a larger car park for visitors, with 89 new car spaces planned.
The plan also includes the alteration of car parking along Blowhole Point Road, on the approach to the lighthouse, creating a further 21 parking spots.
Council is using specialists to first survey the area of the new car park, to check if there are any heritage items underneath the site.
The car park is expected to be completed in the next 12 months.
Council has asked locals and visitors to show caution when visiting Blowhole Point, while this work is being conducted.
The work is part of the Blowhole Point Masterplan.
