Kiama SES volunteers and officers from Lake Illawarra Police attended the public reserve on the southern end of Werri Beach at approximately 2pm after his owner raised the alarm.
Once they arrived on the scene, they were able to hear barking coming from the shelf below from the atop the cliff.
The little maltese terrier had fallen about five metres down the cliff face.
The rescuers worked together to lower a police officer over the edge to retrieve MacGregor and lift him back to safety in his backpack.
It is understood MacGregor was playing with two other dogs when he misjudged the cliff edge.
