Tilly escaped on December 23.
The owners left the dogs with a minder/groomer in Sydney while they went on holidays.
The Sydney-based groomer split the dogs and sent Tilly to Kiama.
When the owners found out Tilly had gone missing, they launched a Facebook page ‘Bring Tilly home’ which had 281 followers, who were amazed to hear that after three weeks, Tilly was found by builders at a house being renovated near Boniara Oval.
Tilly’s owners posted a photo of the family, complete again with Tilly in their arms, on Friday.
“The way you have rallied around us to help find Tilly after she went missing just before Christmas was simply astounding,” owners said via Facebook.
"You have restored our faith in humanity as they say.
“Until now we have never spent much time in Kiama but there is no question that you live in a very beautiful part of the world.
“Now from experience we can honestly say that the community of Kiama is just as beautiful.
“You should be proud of your community.
“You have made our family whole again.”
During the storm on Tuesday night, the timid maltese-shih tzu was scared into a construction site.
When the builders turned up on Friday, she was stuck, so they worked to free her.
Tilly’s owners had travelled down from Sydney on multiple occasions to search for their dog.
It is still a mystery how Tilly survived three weeks without a regular source of food and water.
