Councillor Andrew Sloan said Mr Costello had been professional in dealing with important matters.
“The general manager has told me a couple of times, that the director of planning and environment is the most difficult job on council,” he said.
“There are 100 matters every month, people’s immediate lives are being impacted and there’s a lot of grey areas in planning.
It’s their gain and our loss – it has been a pleasure working with him.

“The director has just been so professional all the way through and I’m going to be very sad to see him leave and I wish him all the best down the road.
“It’s their gain and our loss – it has been a pleasure working with him.”
Councillor Mark Way said he was disappointed to see the director leave.
“He is such a great resource for this council, he’s easy to deal with, his knowledge is fantastic when it comes to DA’s and they’re always the prickly sort of subjects, as Councillor Sloan referred to, which affect lots of people’s lives,” he said.
“Talking to Phil and being able to go through the processes has been excellent.”
Mr Costello was taken aback by by the comments from councillors.
“My five years here have been a pleasure,” he said.
“I have really enjoyed working with the elected group and each individually – I would have to say this has been the easiest council to get along with.
“I will remain a member of the community, I don’t think I could go anywhere else now.”
