The man, aged in his 30s, plummeted about 30 metres after crossing to the ocean-facing side of a fence bordering the lighthouse, about 3.40pm.
The man survived the descent and remains fully conscious.
SES volunteers, firefighters, NSW Ambulance paramedics, police and Police Rescue are on site.
