Ryan Van Ree said he had been on the water during the afternoon and noticed a few boats around Kookaburra Bay.
As he got closer, he noticed paramedics and police at the scene with several distressed people.
Mr Van Ree said a woman started screaming, probably as it became clear the boy had died.
“It’s not something you want to hear – it’s a pretty distinct cry,” he said.
“They were right on the foreshore of the water.
“There were three paramedics there, ankle or knee deep in water, doing what looked like CPR try to revive the young fella.”
Mr Van Ree left the area to spend time with his family after witnessing the incident.
EARLIER: AN eight-year-old boy has drowned at Lake Hume.
The child had gone missing at Kookaburra Point about 6.30pm on Tuesday.
He was removed from the water about 10 minutes later and was worked on by emergency services.
They could not revive him and he was pronounced dead at the scene.
The death is not being treated as suspicious.
Police will prepare a report for the coroner.
Tributes flowed for the young boy online after the incident.
It followed a string of recent near drownings in recent weeks and months.
There have also been near drownings on the Murray River at Albury and in Wodonga, Everton and at Harrietville.
Royal Life Saving Society Australia national manager aquatic risk Craig Roberts has spoken of the importance of supervision.
