Kiama Council director of Engineering and Works Bryan Whittaker said the electrical and underfloor plumbing components had been installed and the concrete slab poured.
The walls are taking shape with the block work having already begun.
"It's been excellent weather with no problems at all," Mr Whittaker said.
He said the Kiama Seaside Markets had run since construction started and Kiama and District Chamber of Commerce had been cooperative in adjusting its stall layout.
"We're keeping the fence to as small an area as possible," he said of the work site," he said.
The building, including toilets, showers and change facilities, is set to cost about $450,000.
