The seat of Shellharbour has been a Labor held seat since its inception in 2007. Current member Anna Watson was preselected by the Labor party for this state election, after winning the seat in 2011 with 46.7 per cent of votes against rival Liberal candidate Larissa Malison (31.4 per cent).

The 2011 Australian Bureau of Statistics census highlighted that 24.9 per cent of Shellharbour residents had the state's third highest proportion with trade qualifications, and at 17.7 per cent is the fifth highest proportion of workers employed as technicians and trades workers.
According to the ABC vote compass results, the sale of the states assets were a "hot topic" with majority of NSW voters strongly opposing the privatisation of poles and wires. Of 9,382 respondents to the online questionnaire, 14 per cent ranked asset sales as the most important of 23 issues, second only to the economy (18 per cent).
Compass also showed strong support for the ban of CSG and supported a shift to renewable energy. Of the 42,000 respondents, 62 per cent agreed with the statement: "Coal seam gas extraction should be banned in NSW".
NSW Premier Mike Baird was also found to "more popular than any leader in recent elections".

Th run-off is held with the same ballot paper and on the same day and in "special circumstances", it is possible that candidates finishing lower than first or second can come through and win after the distribution of preferences.

The No Land Tax party have drawn the elusive card, with many candidates not campaigning in their electorate and live out of the area with the Shellhabrour candidate Hugo Morvillo residing in Smithfield.
