The 26-year-old former Shellharbour junior is a popular figure among many of the club's current playing roster, so the decision to bring him back to Ron Costello Oval is sure to be well-received by the Sharks' faithful.
The halfback said that although he is hopeful of success next season, his return to Shellharbour is not purely down to winning football games.
"I just can't wait to play footy with all the boys that I grew up with again," he said.
"I've enjoyed my time at the Eagles, but it's always been my plan to come back to Shellharbour one day and I'm really happy that it's finally worked out.
"Not only are some of my closest mates at this club, but I think we're a good chance of going the whole way next season, so I couldn't ask for any more, really."
Shellharbour City made an impressive return to the Group 7 competition in 2014.
All four men's sides qualified for major semi-finals on the back of strong showings throughout the regular season and meant they claimed the Club Championship Trophy.
However, the club's ultimate goal was premiership glory, a goal they fell short of, and Carroll is hoping he can be the difference that takes the Sharks to the next level in 2015.
"I've won two comps and played just under 100 first-grade games now," Carroll said.
"So I'm hoping I can bring a bit of experience and a bit of leadership to the halves role, and just add a bit extra to an already strong squad at Shellharbour."
