Yesterday, the Joint Regional Planning Panel (JRPP) held its determination meeting for the city hub project at Shellharbour Workers Club.
The panel highlighted four issues that needed to be addressed in the development application including traffic issues, the height of the building, on-site parking shortfall, drainage and flooding management.
The panel outlined that height variations were not an issue but before the project could move ahead the application must address the panel's “grave concerns” for the parking shortfall of 24 car spaces.
The panel resolved that the 24 car parks must be included in the application before building consent was granted as well as a detailed storm-water management plan and design and improved traffic management on Cygnet and College Avenue; to include traffic lights.
The panel also moved to restrict the auditorium operating hours to 6pm.
Eleven residents spoke against the proposal expressing concerns about parking, auditorium operating hours, traffic congestion, flooding and drainage, aesthetics, public access, public transport and the overall financing of the hub.
Diane Quinlin from the Stop the Hub Community Group said the JRPP recommendation was another blow for the hub financing and council would need to further explain how the project would be funded.
Chair of the Southern JRPP Pam Allen said while the project financing was outside of the JRPP determination, it fell within the requirements of the Office of Local Government.
