During stage one, more than 520,000 cubic metres of material was removed to make way for the 1.5-kilometre long 300-berth boat harbour.
The marina will be 15 to 16 metres deep and have a water surface area 25 to 30 per cent larger than Darling Harbour in Sydney.
In 2016 residents can expect to see the first signs of retail activity. An entrance to the harbour and shop precinct will be directed through a new road on Harbour Boulevard.
The $65 million second phase comprises of the completion of the harbour excavation, surcharging the soft soil, completing all harbour edges and the beginning of the master plan for the town centre.
Australand project director Glenn Colquhoun said at the end of stage two there would be a "massive body of water" complete with a wall.
"Hard rock in the harbour is progressively being excavated using a controlled blasting methodology developed after initial trials were undertaken to ensure compliance with stringent environmental controls and maximise production levels. All rock being won from excavation is being reprocessed for reuse on site," Mr Colquhoun said.
"2014 is proving to be an exciting year for Shell Cove, finishing the construction of stage one of the boat harbour ahead of schedule and being able to immediately follow on with stage two. The new contract will take approximately three years, with an anticipated start to the third and final contract in 2017."

The harbour will open up to the ocean with the construction of a break wall which will extend out 450 metres from the inner shore.
Mayor Marianne Saliba said the "unique project" would broaden the economic opportunities for the Shellharbour region.
"We are proud of the works that have been completed so far and excited to bring this community asset to life," she said.
The official opening of the marina is planned for the end of 2018.
