Group member Diane Quinlin said 10,000 signatures on the petition would enable the issue to be debated in the Lower House of the NSW Parliament.
"It draws to the attention of the State Government the dissatisfaction of the citizens of Shellharbour City with the council and asks the government to stop the construction of the city hub and the sale of community assets," Ms Quinlin said.
"We have Local Government because the functions it undertakes are to reflect the local wants of the community, and yet councillors and council staff are pushing ahead with a project the community does not want and consider a waste of money.
"The community does not want council borrowing at all for the city hub project, nor selling community assets to fund it."
The $57 million city hub is being reviewed by the Joint Regional Planning Panel.
Ms Quinlin said the group would now ask Member for Kiama GAreth Ward to table the petition.
