At the council's March meeting, councillors endorsed the appointment of Martin, Morris and Jones, who will prepare a concept plan for the site, south of the Riverside Drive roundabout.
The land is primarily owned by RailCorp and once formed part of its quarry landholding.
Last August, the council resolved to negotiate with the state government and RailCorp to buy part of the land to enable the development of a service station.
In February, council staff were told the land was no longer required for transport purposes and could be sold.
The exclusive sale approval is dependent on confirmation the land can be used as a service station.
The land will also require rezoning, with council investigating the most appropriate zoning amendment.
Residue land is likely to be rezoned residential.
After receipt of the plan and advice from the consultants, a further report will be submitted to the council.
The council is also investigating the potential for the development of land near the North Kiama bypass off-ramps as an additional service station site.
Sites previously considered for a second service station included the former South Kiama Drive site, the Bombo interchange, the gasworks site on Shoalhaven Street and land within or near Woolworths at Centro.
Meanwhile, the Glen Fulton Motors building on Collins Street, trading under the name Fulton Petroleum, has begun selling petrol to the public.
Owner Glen Fulton said he had received positive feedback about the move"It's a vital part of the service requirements in Kiama and area," he said.
"We are happy to be part of that service to the community.
Mr Fulton said plans included turning part of the current workshop into a convenience shop, as well as progressing to more modern pumps.
Craig Boles, managing director of Addison's Corner Garage, said any new competition was just a normal occurrence in business.
"We were not the only one by choice; everyone else in the town shut down," he said.
"If someone else opens up, that's business.
'
Mr Boles said they were yet to lodge a DA, but had plans to upgrade. This included re-tanking, new dispensers and also installing VR2 vapour recovery in order to meet Environment Protection Authority requirements
